Published requirement description

The Service comprises of supplying, delivering, and installing any domestic white goods and furniture and removing any items which are being replaced, to tenanted or void properties owned, managed, or maintained by Derby Homes and any associated services. It may also be used to supply, deliver, and install related goods at any other property or site managed and/or maintained by Derby Homes. Open for potential use by Derby Homes. Derby Homes is seeking to appoint a single contractor.

Review procedure

The contracting authority will incorporate a minimum 10 calendar day standstill period following electronic notification (minimum of 15 calendar days for any other means of communication) to tenderers of the award decision. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (Si 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly . Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.

    • Change The modification increases the contract value from £1,670,000 to £2,505,000 and reduces the contract duration from 48 months to 36 months. The increase in value is equivalent to 50% of the original contract value., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The higher than anticipated spend was due to an unforeseen increase in Temporary Accommodation conversions, resulting in greater demand for the contracted services than originally forecasted. This modification is to allow adequate time for completing a compliant competitive retender exercise and maintaining continuity of service.
