  • deliver new public realm and hard and soft landscaped public open spaces;
  • and provide associated infrastructure and highway works.

Please see the Request to Participate ("RTP") document for further information which is available via the Council's procurement portal (procontract.due-north.com ↗.).

The estimated contract value of this Project on the defined Site (within the red boundary line), as set out in the RTP is £102,000,000 (inclusive of VAT).

Please note, the Council reserves the right to bring forward similar phases at its discretion, subject to the Contract Documents, during the term within the extended red boundary line (please see the RTP for further information).

The total estimated value set out in this tender notice includes: extension options; and the provision for potential, future phases and options for further similar development activity. The Council cannot guarantee that any extension options or further phases will be progressed.

Subject to the necessary approvals, development works in respect of the Project on the Site are anticipated to begin in 2028.

The Council has entered into a grant funding agreement ("GFA") with the Homes and Community Agency ("Homes England"). This project is now backed by £110.4m of grant funding from Homes England and is part of a wider 15-year vision to transform housing and communities across inner Blackpool.

The project is a once-in-a-generation opportunity for Blackpool; it marks the start of the journey to deliver transformational change to housing in the heart of Blackpool's urban area.

The Council is adopting a multi staged competitive flexible procedure ("CFP") process pursuant to section 20(2)(b) of the Procurement Act 2023 ("Act"), to procure a development partner.

  • Two-stage procedure: up to 3 candidates will be invited to tender.
  • How the procedure runs: The Council has published this tender notice and is adopting a multi stage CFP process pursuant to section 20(2)(b) of the Act and is inviting tenderers to submit a RTP response. The Council will use the RTP stage, which consists of the procurement specific questionnaire and conditions of participation, to shortlist 3 Tenderers, who submit the highest scoring RTP responses evaluated in accordance with the RTP evaluation methodology, to take forward to the invitation to submit initial tender stage of the CFP procurement process. The Council will use the invitation to submit initial tender stage, to invite the 3 shortlisted Tenderers to enter into an introductory dialogue session with the Council (details of which will be set out in the Invitation to Participate in Dialogue ("ITPD") document. The Council will also publish the invitation to submit initial tenders ("ISIT") document (alongside the ITPD) which will set out the instructions regarding the submission of initial tenders ("Initial Tender"). Please note, the draft head of terms ("Heads of Terms") will be published alongside the ISIT which will set out the Council's key legal positions in the Contract Documents. The Council will evaluate Initial Tenders and will provide initial feedback to the 3 shortlisted Tenderers, the purpose of this feedback is to direct the 3 shortlisted Tenderers to areas of development which should be addressed further in dialogue and in subsequent stages of the procurement process. Tenderers should not, therefore, rely on any Initial Tender feedback as either exhaustive or indicative of final scores, and should constantly improve their proposals throughout the procurement process. The Council will then use the invitation to submit final tender stage to invite the 3 shortlisted Tenderers to enter into a subsequent round of dialogue with the Council (details of which will be set out in the Invitation to Participate in Further Dialogue ("ITPFD") document), before publishing the invitation to submit final tenders ("ISFT") document calling for Tenderers to submit a final tender ("Final Tender") in accordance with the ISFT. The Council will evaluate and moderate Final Tender submissions in accordance with the ISFT to determine the Council's preferred Tenderer, i.e. the Tenderer who obtained the highest total score being the most advantageous tenderer. Please note, whilst not envisaged, the Council reserves the right to enter into additional and subsequent rounds of dialogue with all 3 Tenderers (on an equal basis) as may be required prior to and / or following the submission of Final Tenders and prior to confirmation of preferred tenderer status to the most advantageous tenderer. Each tenderer should carefully consider the RTP including the full suite of supporting documents, prior to the submission of a RTP response. Clarification questions may be submitted via the Council's procurement portal. The Council will endeavour to answer all reasonable questions and clarifications raised via the procurement portal up until the deadline for queries.

What this means for your bid
  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £59,950,726 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
