What is being bought

On behalf of the Blue Skies Consortium (Consortium), Longhurst Group, Nottingham Community Housing Association and Keystone Developments (LG) Ltd (“The Consortium”) are seeking views, as part of an early market engagement exercise, on its Contractor Framework Agreement 2022-2026. These are Contractor Services for the development of general needs, leasehold and care and support properties, both in terms of new developments and major refurbishment/remodelling works. This offers the opportunity to review and re-design services with the aim of offering the Consortium members the best services at the most competitive rates available. With the current framework due to expire in January 2023 the Consortium are looking to commence the procurement of a new four year framework agreement, starting with this market engagement exercise to seek the supply markets thoughts on the general scope and proposed procurement process.

The Consortium wishes to seek the views of potential suppliers in relation to Contractor Services for the development of general needs, leasehold and care and support properties, both in terms of new developments and major refurbishment/remodelling works. We are interested to know some key facts about the market you operate in and how we might shape the terms and conditions, the specification and performance measurement criteria to ensure a high level service is procured and maintained. Your help with this will be invaluable and will assist us in designing the tender, taking account of key commercial considerations for you as suppliers. It is the intention of this SMT to gather a range of qualitative data and information. The information collected during the SMT process will not be used for any other purpose. Please note that this is not a call for competition, or neither is it a procurement exercise. For the avoidance of doubt, this SMT is for the purpose of conducting a soft market testing exercise and will not formally begin the procurement or constitute any commitment by The Consortium to undertake any procurement exercise. Responses will only be used for the purposes of developing the eventual call to competition. Please submit your answers to the questions within the e-sourcing system.
