Published requirement descriptionThe Department of Justice (Authority) has a requirement for the provision of a replacement for the existing Causeway system, harnessing innovative technology to streamline existing processes, increase efficiency, encourage greater collaboration
between Criminal Justice Organisations (CJOs) and any other organisations utilising Causeway Services and to maximise returns on the investment by the Authority in Causeway.
Three (3) tenders were received and evaluated; names are withheld in line with Section 94 of the Procurement Act 2023. Two (2) were unsuccessful, they were not an SMEs, VCSE, Supported employment provider or Public service mutual.

- No preliminary market engagement: The preliminary market engagement was carried out in June and July 2024 before the implementation of the Procurement Act 2023. The engagement was carried out according to the Public Contracts Regulations 2015.

They include: 8.20 Optional and Potential Future Services It is expected that over the lifetime of the Contract, the Authority will have a requirement to provide functionality / enhancements within the Supplier Solution to meet future legislative or statutory changes and / or Causeway interface changes to maintain the flow of information from and to CJOs and other relevant government agencies and departments. The Supplier shall ensure that the Causeway services are designed to support current requirements while being future proofed to accommodate additional services and functionalities. These future services may include, but are not limited to: - Implement further phases of the Onboarding of PBNI to Causeway; - Support for Civil and Family Law Cases; -Integration with Other Government Agencies; - Portal Access for current Causeway services; - Portal Access for new services; - Victim / Witness Communications; - Deletion of Party / case data from Causeway; and - Storage and Sharing of Digital Case Evidence; The Supplier should note that there may also be other future changes in the scope and/or scale of the services required during the term of the Contract that could not be identified or foreseen at the time of this procurement exercise, but which are consistent with the overall nature of the Authority's current and future operational requirements as defined in this specification and associated appendices. In such circumstances the Authority may seek to agree a modification to the Contract to facilitate the provision of such services by the Supplier, with the Charges for such services set by reference to the mechanisms and protections provided in the Conditions of Contract. It is envisaged that such modifications would be made without requiring a new procurement procedure in accordance with Section 74 of the Procurement Act 2023. Examples of such changes could include the following Other potential services. Other Potential Services: - Enable future enhancements, which could include, but are not limited to: 1. Integration with emerging technologies such as digital identity verification (such as NIDA for example) 2. For many of the potential 'future or optional services', consideration must be given to a Unique Justice Identity - i.e. a solution that creates a reference to allow all Justice Agencies to map the identifiers for citizens / suspects / victims (Parties) to a common ID that improves integrity, validation and aggregation of their data as well as personalisation of services to them. The new solution to support the current URN process (mapping URN to associated LOB systems) and extended to provide an identifier for all "users" of the Justice system - considering issues such as Date-of-Birth not always being available, how to avoid duplications and how to address unique URNs for victims / wider citizen groups - To facilitate readiness for future and potential services, the requirements of the Supplier Solution noted throughout are reiterated: - Scalability and Flexibility: - Interoperability: - Compliance with Security Standards: - Governance and Roadmap for Future Enhancements: - Data Segregation and Access Control: - For any optional or potential services that the Authority wishes to progress, the Supplier must take forward such changes.
