What is being bought

Published requirement description

North East Lincolnshire Council are seeking to appoint a new delivery partner for a transformational Demand Responsive Transport (DRT) service within North East Lincolnshire. The DRT service is also known as Phone n Ride.

The aim is to provide an effective DRT service across the North East Lincolnshire area. Whilst the conventional bus network provides extensive coverage throughout the main urban areas of Grimsby and Cleethorpes, there are some journeys which cannot be made, either due to the location of the origin/destination points or at the time at which the individual wishes to travel. The aim of the DRT service is primarily to support accessibility for local residents who for whatever reason do not have appropriate access to conventional bus services.

  • The authority expects to re-tender this requirement around 30 Mar 2028, 23:59 BST.

What this means for your bid
  • Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
  • Turnover usually expected at this size: about £2,097,127 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Yorkshire and the Humber.

A local branch does not count if the registered address is elsewhere.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

In December 2024 the Government issued a White Paper on Local Government Re-Organisation entitled the "English Devolution White Paper".

In March 2025 Greater Lincolnshire submitted their suggested re-organisation plan to the Government and are awaiting a response.

Final proposals will be submitted in November 2025 and implementation of the changes is expected by Government to be by 2028 at the earliest.

Whilst the expected impact of most changes to Local Government will be settled at Government Level (Change in Law) please be aware that it may be government policy or expedient that any affected party will be recommended to agree bi-lateral or multi-lateral changes to their existing contractual arrangements.

There is a possibility that due to local government reorganisation this contract will need to be novated to another public body carrying out the same functions as the Authority.
