    • Change The basis for this modification is required because the service supports a highly specialised cohort of people living with younger-onset dementia and forms part of an established pathway with NHS specialist services. Over a number of years, the provider has developed trusted relationships with service users, unpaid carers and clinical partners, and a change of contractor at this stage would create significant disruption for vulnerable individuals who rely on continuity and stability of support. The provider has successfully maintained and enhanced the service delivery throughout the contract period, including expanding wellbeing support and maintaining outcomes despite significant financial pressures. The Council now wishes to undertake further consultation and co-production with people who use the service, carers and health partners to review the future service model and ensure that any future specification reflects current and emerging needs of people living with younger-onset dementia., Need for additional works, services or supplies by the original contractor/concessionaire: Need for additional works, services or supplies by the original contractor/concessionaire. Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: Under Regulation 72(1)(b) of the PCRs, contracts and framework agreements may be modified without a new procurement procedure, in certain circumstances, when provision of a service is necessary and was not included in the initial procurement; and where a change of contractor would cause significant inconvenience or substantial duplication of costs. Any modification under this provision must also be below 50% of the original contract value. It is proposed that the current situation meets these requirements for the following reasons: The proposed modification also complies with the financial limitations set out in Regulation 72(1)(b). The value of the original contract is £2,350,033 and the cumulative value of both the modification approved in July 2025 (£453,666) and the proposed modification (£627,844) is £1,081,510. This represents 46% of the value of the original contract and therefore remains below the statutory 50% threshold permitted under Regulation 72(1)(b) of the Public Contracts Regulations 2015.
