Procedure rationaleThe consultant required can only be obtained via Waterman Aspen. The consultant in question has previously been the lead for the DTCR project and due to the complexity of the project they are the only one who can supply the required services with no reasonable alternative. Due to the technical knowledge of the consultant there is an absence of competition. A change in supplier would result in the authority receiving services which are incompatible with the existing works and would result in disproportionate technical difficulties in the operation of the project.
