Published description of the framework
Work Orders are awarded either via Award without competition or Award with competition and use the NEC4 suite of contracts.
The price of each activity making up the Works is detailed in the Schedule of Rates, and an evaluation of each Supplier's Schedule of Rates can be conducted by the Partner Organisation without inviting quotations for award without competition.
The Partnering Organisation prepares an estimate of the works and invites Suppliers from the relevant lot to submit a quotation in a competitive selection process for award with competition.

- Price
- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “CWC25003 - Black Country Highways Works Framework” is a framework: the contest is a place on its panel, up to 25 suppliers, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

The City of Wolverhampton Council, on behalf of the Black Country local authorities (Dudley, Sandwell, Walsall, and Wolverhampton), is preparing to launch a procurement exercise for a new Highway Works Framework to replace the current Black Country Minor Works Framework, which is approaching expiry.
We are seeking to engage with the market at this early stage to help shape the scope, structure, and approach of the new framework. The framework will aim to provide a flexible, efficient, and value-driven mechanism for delivering highways-related projects across the Black Country.
The framework is anticipated to be multi-lot and multi-supplier, with a potential duration of up to 4 years.
We are looking to:
Gauge interest from the market
Understand capacity and capability
Test assumptions around lotting strategy, contract structure, and delivery models
Identify potential challenges or opportunities ahead of formal procurement.
Once the framework goes live, it will be available for use by other public sector bodies within the West Midlands.
If you would like to participate in the Preliminary Market Engagement, please complete and submit the questionnaire available on the Procontract portal - www.wolverhamptontenders.com ↗ where you will also be able to register your interest to attend a supplier engagement day. The supplier engagement day will be held on Tuesday 29 April at the Civic Centre, Wolverhampton. Further information is available via the Procontract portal.
