What is being bought
There is a shortage of affordable housing in the City of Coventry, both within the social housing and the private rented sectors. Coventry is a non-stockholding authority, having transferred its housing stock in 2000 and closed its Housing Revenue Account (HRA). As of September 2025, there were over 10,500 households registered on the Council’s allocations scheme with 1,543 households in Band 1 (urgent need). The number of households in temporary accommodation (TA) has risen sharply in Coventry, with circa 1,000 families in TA. Coventry sought assistance with the scoping and development of an options appraisal for a model that will secure 200 properties, as a working number, to be let at a below market rent, to families currently living in TA. The council is keen to take decisive action to have a meaningful and strategic impact on the availability of affordable housing in Coventry to shift this position and reduce the number of households living in TA. The Council wishes to engage the market to consider the financial, legal, and operational feasibility of alternative options that may enable the securing of c. 200 properties.

    Market engagement is planned for 02 September 2026 with regards to the housing delivery approach of Coventry City Council. During the market engagement event, the Council seeks to engage with those interested in taking the role of lead bidder/lead contractor only, and not (at this stage) with those interested in taking the role of subcontractors, supply-chain members or other non-lead roles in a potential strategic partnership. This requirement is dictated by constraints of both time and space. Potential lead contractors should, however, be prepared to demonstrate during any subsequent procurement the means by which they are able to, and would, potentially lead supply-chain structure in conjunction with their role in a potential strategic partnership with the Council. Spaces at the market engagement event will be limited and distributed on a first-come, first served basis. Booking information for the market engagement will be released no later than 07 August 2026 to those that have signed a Non-Disclosure Agreement ("NDA"). To access the documents relating to the market engagement exercise, interested organisations must register on https://sell2.in-tend.co.uk/midlands and select the CSW-JETS portal. Search for and express an interest in the project COV-26212 Housing Delivery. Once interest has been expressed, interested bidders must review the template NDA, published via 'Clarifications', and confirm to the Council through the 'Correspondence' function on the CSW-JETS portal the name, role and email address of the organisations’ authorised signatory. The NDA will then be issued for signature via DocuSign. Confirmation of authorised signatory must be received by the Council no later than 12:00pm, 07 August 2026.
