Service & Operation — Tenderers must provide a detailed overview of the service and operational arrangements that will support the delivery of the contract. All service and operational commitments must support the delivery of a reliable, responsive, and high-quality service that meets the needs of the Authority. Tenderers must show how their approach aligns with the principles of fairness, transparency, and value for money as set out in the Procurement Act 2023. (30%)
Product & Operational Processes — Tenderers are required to provide a clear and comprehensive description of the product and operational processes that will underpin the delivery of the required services. All proposed processes must demonstrate reliability, efficiency, and scalability, and must be capable of supporting the full duration of the contract. Tenderers must also evidence how their processes ensure compliance with applicable regulations and contribute to delivering best value in accordance with the principles set out in the Procurement Act 2023. (30%)
Price — Tenderers must submit a clear and comprehensive pricing proposal based on a fixed price structure, as specified within the Invitation to Tender (ITT). All prices must be fully inclusive of the scope of supply and reflect the total cost to the Contracting Authority for the duration of the contract. The pricing submission should include a detailed breakdown of all applicable charges, clearly identifying unit rates, standing charges, and any other relevant fees. Where applicable, tenderers should also set out how pricing will apply to any additional sites added during the contract term. Tenderers are expected to ensure that their pricing reflects value for money and supports the delivery of the most advantageous tender, in accordance with the principles of the Procurement Act 2023.
