Published description of the framework

There are two (2) Call-Off Procedures:

  • Direct Award Procedure:

If a Customer Organisation can determine that its requirements can be met by the Framework Suppliers without requiring them to develop new proposals or product specifications, and all of the terms of the proposed Call-Off Contracts are laid down in the Call-Off Contracts and do not require amendment or any supplementary terms and conditions, then the Customer Organisation may award a Call-Off Contract in accordance with the Direct Award Procedure (but may also award a Call-Off Contract in accordance with the Mini-Competition Procedure).

The Direct Award Procedure may also be used where the Customer Organisation's requirements are extremely urgent.

  • Mini-Competition Procedure

If the Customer Organisation requires Framework Suppliers to develop proposals in respect of the Customer Organisation's specific requirements or product specifications, and/or needs to amend or refine the Call-Off Contract terms to reflect its requirements (to the extent permitted by The Procurement Act 2023), the Customer Organisation shall award the Call-Off Contract in accordance with the Mini-Competition Procedure.
