Published requirement description

Bedford Borough Council wishes to tender for contracted enhancements to local bus routes, enhancing the existing town centre network.

Bidders will submit proposals to enhance bus services on a contracted basis. Key locations are:

o Hillgrounds Road and Saxon Centre

o Putnoe Lane

o Woodlands Park

o Abbeyfields

Proposals must aim for each resident of the above locations to be able to access public transport within 400 metres of their home address. Services must provide enhanced access to key hubs and services, eg Bedford Hospital (North and South Wings), Bedford Bus Station and Bedford and Kempston Town centre, and should be designed more generally with the aim of providing enhanced connectively to socially necessary locations.

Transport provision to these locations on the day of operation and time of service is a minimum provision required.

Operators are permitted the flexibility to incorporate these areas into their existing network and enhance the minimum requirement on a commercial basis where they deem it is appropriate.

Further details are contained within the specification.

Lot distribution rule: It is not the intention of the Authority to award contracts for all Lots. The Lot structure is designed to be option-based allowing consideration of a range of possible solutions. Bidders may bid for any, and all Lots. There is no cap on the number of Lots a bidder may win. The Authority will evaluate bids against others received within each respective Lot, following the procedure outlined in the ITT. Following the evaluation of individual Lots and confirmation of the winners of those Lots, the Authority will decide which Lots to award, awarding contracts for the combination of bids, or single bid, which offers the Authority the best possible commercial position and overall value for money. However, the Authority will endeavour where possible to contract for solutions for all areas in scope, therefore it will not award contracts offering only a partial solution (such as Lot 1, Lot 2, Lot 3 but not Lot 4 having not received a bid) where possible.

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 77 of 100 points: a 10% discount moves about 7.7 points. This one is won on the number: sharpen the price before polishing the prose.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in East of England.

A local branch does not count if the registered address is elsewhere.

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
