Official UK procurement notice
Contract for The Purchase of an Electric Powered Land Train Locomotive Plus Three Carriages
Authority: City & County of Swansea (Local council)
What is being bought
Published requirement descriptionSwansea Council's Outdoor Attractions Team manages a range of popular visitor attractions across the city's parks, seafront and outdoor venues. The Swansea Land Train is one of these attractions and operates along the promenade between Blackpill Lido and Mumbles. The existing diesel-powered train has been in service since 2002 and is approaching the end of its operational life. The Council is therefore seeking a modern, fully electric replacement that supports its sustainability objectives and continues to provide a high-quality visitor experience. This project is funded through the Local Growth Fund and as a result we ideally need to take delivery of the train by 31st March 2027. Swansea Council is seeking an experienced and competent supplier to manufacture, supply and deliver one electric road train locomotive and three passenger carriages for operation along the Swansea Bay promenade. The successful supplier will support the full delivery process, including manufacture, transportation to the UK, customs clearance where applicable, commissioning, operator training and handover. Due to the nature of this procurement, the successful supplier will be required to adhere to agreed delivery programmes, installation schedules and contractual requirements to ensure the train is operational within the specified timeframe.
The Council's preferred delivery date is by 31 March 2027. Alternative delivery dates up to and including 1 April 2027 will be considered, but tenderers should provide the earliest achievable delivery date.
Tenderers must demonstrate a proven track record in the manufacture and supply of electric land trains within the UK market with experience of delivering high-quality, reliable vehicles suitable for commercial passenger operations. Tenderers must demonstrate excellent customer service, including responsive and effective after-sales support and a full capability to support and maintain vehicles throughout the United Kingdom.
- No preliminary market engagement: Client within City & County of Swansea has done a lot of research on manufactures in the UK and abroad.

- Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
- Turnover usually expected at this size: about £660,000 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 46 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The buyer’s share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
