The contract was awarded by direct award under the NHS Shared Business Services Digital Workplace Solutions 2 Framework. The framework was procured and established in accordance with the applicable procurement legislation, and Dundee City Council is entitled to access and award contracts under the framework. The framework terms permit the award of contracts by direct award and the award has been made in accordance with those terms. As the contract has been awarded through an existing compliant framework agreement, a separate procurement procedure and prior publication of a contract notice was not required.
