Published requirement descriptionThis is now the Tender Award Notice for establishing a framework for the provision of Clerk of Works Consultancy Services. Sovereign Network Group advertised the Market Engagement Questions on the portal (https://in-tend.org/)
(https://in-tendhost.co.uk/sovereign/aspx/Home) and we provided a market engagement process to provide Clerk of Works Services.
Sovereign Network Group proposed a maximum of 20 Framework Agreements for the provision of Clerk of Works Consultancy Services across two Lots (Lot 1 Services based Inside M25, and generally North and East of London, and Lot 2 Services based Outside M25 and generally South and West of England). The Clerk of Works Consultancy Services Framework Agreements are anticipated to be based on the following Lot descriptions
• Lot 1 – London (inside M25) and including counties generally North and East of London (see location map below) to deliver Clerk of Work Consultancy services both in-person at Client location and / or remotely by agreement with the project team. (This is not exclusive – as we reserve the right to include Essex and surrounding areas, if requirements emerge during the Framework Term).
• Lot 2 – Outside London M25 including counties generally West of England and South (Southern England) (see location map below) to deliver Clerk of Work Consultancy Services both in-person at client locations and / or remotely by agreement with the project team. (This is not exclusive – as we reserve the right to include Surrey, East and West Sussex and Kent and surrounding area, if requirements emerge during the Framework Term).

We are making framework awards to 11 organisations for use on/after 12 October for a maximum of 4 years.
The PSQ (Procurement Specific Questionnaire) was released with a draft copy of the Invitation to Tender and those potential suppliers who met the PSQ requirements who were confirmed by us in writing were progressed to the next stage - Tender stage. Details of the Call-Off appointment arrangements, was included in the Invitation to Tender documents.
The appointed suppliers with framework agreements will be eligible to respond to our Call Off engagements, which will usually include a synopsis of our requirements and the specific needs for the location and task as part of mini-competition appointment process. The process of appointment will be based on either
• Mini Competition (with specific responses to the Call Off documents), or
• Direct Award.
There is no guarantee of work.

Published description of the framework
Framework is to be established for 4 years; Appointments will generally be published as mini competitions to ensure a detailed proposal and commercial offer is established for each requirement. We reserve the right for Direct Award in cases where we define specific requirements that we believe a very limited number or only one supplier maybe suitable. Details of Call off will be published with the final Tender pack.
