What is being bought

Published requirement description

The Borough Council of Calderdale ("the Council") is commissioning a Community Support for Stroke Recovery and Prevention Service, which will focus on the prevention of, and recovery from, stroke.

The service will commence on 1st April 2027 for a period of five years, with the option to extend for a period of up to 24 months.

The service is designed to provide advice and information about stroke, its impacts and to support recovery, to increase and promote control, choice and independence.

The service supports The Care Act 2014 prevention agenda, as well as having a strong emphasis on supporting people to live happy, healthy and active lives in their own communities, maximising independence, promoting health and wellbeing and providing support to remain safe in their own homes and communities for as long as possible

  • Quality: Any Tender that achieves below 50% of the 100% quality scores available (for the avoidance of doubt 30 points out of the available 60 points) will be deemed as non-compliant and will be excluded from further consideration.
  • Price: The prices will be marked by awarding a full mark for the lowest and then computing the percentage variation between the highest and lowest prices and deducting marks accordingly. Eg. the lowest tender will receive 100 marks, 2nd lowest will receive less marks equivalent to the %age by which they are above the lowest - ie. if they are 5% higher they will get 95 marks. The marks will then be multiplied by the percentage of overall weighting (30%).
