Coverage: 4 active published awards; 4 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The GLA will be seeking a supplier to run a fifth London-wide round of the London Collective Solar Scheme in Spring 2022 in addition to potential future annual rounds (subject to budget and approval). Services provided by the supplier would include:
• Design and maintenance of an online platform and running the reverse auction
• Procurement of suppliers
• Provision of a dedicated helpdesk throughout the scheme
• Supporting boroughs in organising and attending local information sessions
• Technical oversight
• Marketing and communications (including content for materials issued by the GLA and London boroughs)
• Quality assurance oversight including a robust complaints procedure
• Detailed progress reporting
• Final report and evaluation
The GLA is aiming for the fifth round and any future rounds to be London-wide and to result in the installation of a greater number of PV panels, batteries and electric vehicle charging points than previous rounds.
The GLA will support London boroughs financially to inform and promote the scheme.
It is anticipated this would be delivered through a Concession Agreement.
