Published requirement description

Yorkshire Water Services (YWS) is intending to establish a structured, multi-supplier maintenance and support arrangement for Yorkshire Water's Pile Cloth Filter assets, covering

operational sites across waste water.

The arrangement will deliver a full service model including preventative and reactive maintenance, asset inspections and troubleshooting, critical spare supply and management, and equipment hire where required.

  • How the procedure runs: This procurement is being conducted using the Competitive Flexible Procedure under the Procurement Act 2023. The process will consist of Conditions of Participation Questionnaire and a Tender (ITT). Only those suppliers that meet the conditions of participation requirements will have their tenders evaluated. A second round of tendering will be conducted, and, if required, the authority may proceed to a third and final stage (Best and Final Offer (BAFO) round). The final contract award will be based on the refined award criteria, as communicated to suppliers during the procedure. The award criteria and their relative weightings are provided in the tender documents. All communications and submissions must be made electronically via Ariba.

How this framework works

Closed framework
Call-offs
call-offs may be awarded directly or by further competition
Framework period
3 yrs · up to 5 yrs from 1 Apr 2027
Published description of the framework

Suppliers may be appointed to one, multiple, or all Lots, subject to the evaluation outcome.

Call-off contracts will be awarded on the basis of the most economically advantageous solution, taking into account factors such as capability, availability, responsiveness, geographical coverage, and price. Pricing will be established through predefined rate cards submitted during the tender process, covering applicable equipment hire rates, labour rates, fuel rates, mobilisation charges, delivery costs, out-of-hours support, and other relevant service components.

For each requirement, Yorkshire Water reserves the right to select the supplier that offers the best overall value and operational fit based on the specific reactive operational support need.

  • Covers the provision of temporary operational equipment to support reactive operational requirements, emergency scenarios, and short-term operational shortfalls across Yorkshire Water sites.

Lots and requirements (5)Procurement structure

5 lots · all with a published value · same evaluation weights on every lot

Every one of these 2 lots carries the same published figure, £2,000,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

What this means for your bid
  • Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
  • “CM3531 - Pile Cloth Filter Servicing, Parts and Hire” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How often do SMEs win?

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means registered in Yorkshire and the Humber.

A local branch does not count if the registered address is elsewhere.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

This procurement is being conducted using the Competitive Flexible Procedure under the Procurement Act 2023. The process will consist of Conditions of Participation Questionnaire and a

Tender (ITT).
