Published requirement description

Clwyd Pension Fund (the “Fund”) is seeking to appoint an Independent Person to provide scrutiny, constructive challenge to advice given, and to support the Pension Fund Committee and Head of Fund (LGPS Senior Officer). The role forms part of the strengthened governance framework for LGPS administering authorities as a result of MHCLG's implementation of the LGPS Good Governance reforms.

Flintshire County Council, as Administering Authority for the Clwyd Pension Fund, provides pension benefits on behalf of over 50 participating employers and over 50 thousand scheme members. The Fund is proud to be widely acknowledged in the LGPS community as a leading example for best practice governance and management. The Independent Person will become a key person in the Fund’s commitment to delivering high-quality pension services, robust governance and management arrangements that support members, employers and other stakeholders.

The Independent Person will bring an external perspective and enhance the Fund's governance framework, supporting the Pension Fund Committee, the Pension Board, LGPS Senior Officer and other Fund officers in maintaining the highest standards of governance, transparency and accountability.

The role will be critical in strengthening governance practices, providing objective and expert insight, constructive challenge where appropriate, identifying opportunities for improvement and supporting compliance with LGPS legislation, statutory guidance and regulatory expectations across all areas of Fund activity. The successful candidate will be independent of Clwyd Pension Fund and Flintshire County Council, with no conflicts of interest that could compromise their impartiality. To ensure independence, both actual and perceived, in accordance with the Statutory Guidance, they cannot work for any advisor, fund manager or service provider that does business with the Fund (or has provided any such services within the last two valuation cycles). They will work collaboratively with elected members, pension board representatives and officers while maintaining an independent viewpoint.
