Published requirement descriptionMoray Council wishes to establish a Framework Agreement with suitably qualified and experienced Contractors to assist with delivery of the Council’s Capital and Revenue programmes, for civil engineering related work.
This agreement will replace the current Civil engineering Small Works Framework ref 18/0326, which is due to expire in June 2024.
The anticipated total value of this framework is in the region of 5,729,000 and is expected to run for an initial period of 2 years, with options to extend for a further period of 2x12 months.
This notice is to make potential suppliers aware of this future contract opportunity and proposed timescales.
The new Framework will be split into the following Lots:
1 - Surfacing and Roads
2 – Flood Risk Maintenance
3 – Vegetation Management
4 – Bridge and Structure Maintenance
5 – VRS
6 – Fencing
7 – Topographic and Bathymetric Surveys
8 – Ecology Surveys

- Economic & financial standing
The bidder is required to confirm that (to the best of their knowledge) there are no material post balance sheet events or other business issues arising since the date of the last audited financial statements that materially impact the economic and financial standing of the economic operator.
Where the operator is not able to make such a conformation, full details of the relevant events shall be provided along with an explanation of the expected impact on the bidders economic and financial standing.
The bidder confirms they already have or can commit to obtain, prior to the commencement of the contract, the levels of insurance cover indicated below:
Minimum: The bidder is required to provide a copy of the last 2 or 3 audited financial statements as evidence of their compliance to meet their statutory obligations. Bidders will be required to provide examples of works carried out in the past five years that demonstrate that they have the relevant experience to deliver the work as described in part II.2.4 of the Find a Tender Service Contract Notice or the relevant section of the Site Notice.
Minimum: Bidders are require to provide examples of previous experience in delivering works/services in each lot applied for Requirement: Minimum of 1 example for each lot applied for from within the past 5 years
- Price carries 40 points on every lot: a 10% discount moves about 4 points.
- “Civil Engineering Small Works” is a framework: the contest is a place on its panel, up to 21 suppliers, not a single contract.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
