What is being bought

A Soft Market testing exercise was conducted in September 2024 (under PCR 2015) in consideration as too whether to commence a formal open tender process, at the time the City Corporation (CoLC) wished to establish the level of market interest in a zonal scale heat network development within the Square Mile and potential partnerships to deliver wider energy system decarbonisation measures to address the priority areas identified in within the documents provided. The following organisations were directly invited by the CoLC to complete the PME / SMT activity in September 2024 are listed below, those particpating suppliers will also be asked to participate in this PME / SMT (April 2025) exercise. • 1Energy • E.ON • EQUANS • Hemiko (Pinnacle Power) • Noventa • SSE • Vattenfall • Veolia • Vital Energi Prior to considering whether to commence a formal tender process, the CoLC wishes to establish the level of market interest in a zonal scale Heat Network development within the Square Mile and potential partnerships to deliver wider energy system decarbonisation measures to address the priority areas identified in the CAS and LAEP. This activity does not, however, commit the CoLC to running a tender process in the future.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 65. The category anchor is Public utilities (65000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
