NHS Kent and Medway Integrated Care Board intends to utilise the Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023 to identify a provider for the delivery of a General Medical Services (GMS) contract for Church Lane Surgery, Church Lane, New Romney, Kent, TN28 8ER. The service requires uninterrupted provision of essential primary medical services from 1 December 2026. Providers must be legally eligible to hold a GMS contract and demonstrate the ability to assume full operational responsibility, including workforce, governance, digital and premises readiness, from the required commencement date whilst maintaining continuity, quality and patient access.

The estimated annual recurrent baseline value of the service is approximately £1,006,315 per annum. This figure is provided for transparency and planning purposes only and does not represent a fixed annual contract value or a guaranteed level of income. Actual payments will be determined in accordance with the General Medical Services contract, applicable national payment arrangements and the registered and weighted patient list.

The estimated total value of £5,031,575 has been calculated using the current estimated annual recurrent baseline value multiplied by an assumed 5-year period for transparency purposes. The proposed GMS contract does not have a fixed contract term and the value stated does not represent a guaranteed contract value or contract duration.

Publisher note: The Commissioner will assess identified providers in accordance with Regulation 10 of the Provider Selection Regime using the Basic Selection Criteria and the following Key Criteria: Quality and Innovation Value Integration, Collaboration and Service Sustainability Improving Access, Reducing Health Inequalities and Facilitating Choice Social Value Assessment will be proportionate to the nature of the service and the requirements of the Most Suitable Provider Process. In addition to the mandatory Key Criteria, the Commissioner may consider factors relevant to the delivery of safe and uninterrupted primary medical services, including legal eligibility to hold a General Medical Services (GMS) contract, operational readiness, workforce capacity, mobilisation capability, continuity of service delivery, and the ability to assume responsibility for delivery from Church Lane Surgery, Church Lane, New Romney, Kent, TN28 8ER from 1 December 2026. Providers may be requested to provide clarification or limited supporting information where reasonably required to support the assessment. The Commissioner reserves the right to rely upon commissioner-held information, publicly available information and proportionate further information obtained during the assessment process. Interested providers will be able to view this opportunity via the live opportunities list on the Health Family e-procurement system, Atamis. Click on "View our Live Opportunities" from the home page at: https://health-family.force.com/s/Welcome The project reference is C472196 Expressions of interest must be submitted via the Atamis portal no later than 12 noon 02 October 2026. Providers wishing to be considered as part of this process must register their interest and submit any requested information by the stated deadline. The Commissioner reserves the right not to consider submissions received after this time. Once the opportunity has been located using the title or reference number, providers should select "Register Interest" to gain access to the procurement documentation. Providers not already registered on the system will need to register before gaining full access to the documentation and before submitting an expression of interest. The decision-maker for this award is NHS Kent and Medway Integrated Care Board. The intention is to award a contract using the Most Suitable Provider Process. This is a Provider Selection Regime (PSR) Intended Approach Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award. The Commissioner considers, based on its understanding of the service requirements and the relevant provider landscape, that it is able to identify the most suitable provider without undertaking a competitive process. If the assessment does not provide a sufficiently clear and evidence-based basis for identifying a single most suitable provider, the Commissioner reserves the right to reconsider the procurement route in accordance with the Provider Selection Regime.
