Coverage: 1 active published awards; 1 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

The notice relates to core GP Primary Care Medical Services provided to the practice registered list. This notice is an intention to award a contract to the existing provider following direct award process C. The lifetime Value of the contract is £2,156,545.37 (1.8b) (£1,078,300 per annum). The contract term will be 1 year with the option to extend for a further 1 year at the sole discretion of the Authority. Additional information: The basic selection criteria was assessed against the data provided by the contractor. It was assessed as a pass as each criteria was met, with evidence provided. Where there were breaches it was noted that the contractor had put remedies in place and there was evidence of learning which provided sufficient assurance to the ICB. The assessment criteria for current/future performance was weighted in line with ICB priorities. Broadly all areas were given a spread of values, however improving access to services and reducing health inequalities more highly weighted due to the location of the practice in an area of deprivation and high need, and the patient cohort needs. Financial data was assessed and noted that it had previously been judged as sufficient in another procurement project, however it was re-confirmed. The North Central London ICB (predecessor organisation) Primary Care Committee Meeting members on the 10 March 2026 approved to award a new 1 year APMS contract via Direct Award C, under the new Provider Selection Regime. This was on the basis that the contract is due to expire and can no longer be extended. As the practice meets the criteria for a Direct Award C, the ICB is able to exercise this regulation. The decision makers for this committee were: Ms Liz Sayce, Non - Executive Member & Committee Acting Chair; Ms Sarah McDonnell-Davies, Executive Director of Place & Executive lead for the Committee; Dr Josephine Sauvage, Chief Medical Officer; Ms Sarah Rothenberg, Deputy Director Finance Partnering - Primary Care (Deputised for Anthony Browne - Director of Finance Business Partnering); Ms Jenny Goodridge, Director of Quality and Clinical Standards (Deputised for Jennifer Roye - Chief Nurse Officer), Ms Shahana Ramsden, Director of People and Culture, NWL ICB (Deputised for Sarah Morgan - Chief People Officer) Conflicts of interest/potential conflicts are always managed under the general terms of reference of the Primary Care Committee. All attending the Committee have completed COI declarations, and via the chair, decision makers confirm any conflicts in relation to any item at PCC at the start of every meeting. Where there is a conflict these decision makers do not give approval/are represented by deputies who are not conflicted. In the case of this decision, it was confirmed at the meeting that no decision makers had conflicts and therefore were free to decide on the contract award based on the paper presented to the Committee. For the assessors, COI forms have previously been completed which cover this contract and the provider.
