The existing Building Management System (BMS) at Ysbyty George Thomas (YGT), Treorchy, Rhondda Cynon Taff is operated via legacy trend controls that require an upgrade and enhancement to improve system performance, reliability and integration with existing building services infrastructure. The upgrade to the Honeywell CPO Controllers will support backlog maintenance priorities, improve energy efficiency and ensure continued compliance with NHS Wales estates and operational standards.

The BMS system is a closed protocol system and the upgrade can only be undertaken by the Original Equipment Manufacturer (OEM) which is Honeywell Building Solutions. The

Health Board has also standardised on the one BMS system where the Honeywell CPO Controllers are already installed at the Royal Glamorgan Hospital (RGH). In order to allow control and monitoring over both systems, an upgrade is necessary as, without it, YGT won't be able to connect to RGH's and be unable to provide insights into the BMS system performance to identify maintenance savings opportunities and energy saving through operational improvements.

Published justification

This contract was awarded by direct award under the SBS10166 Hard Facilities Management 2 Framework, Lot 1.1 Building Management Systems. The requirement relates to the upgrade of the existing Building Management System at Ysbyty George Thomas Hospital. The existing system is a proprietary closed protocol system operated by Honeywell Building Solutions. To ensure technical compatibility with the existing infrastructure, maintain system integrity, minimise operational risk and enable integration with the existing BMS environment, the upgrade works can only be undertaken by the Original Equipment Manufacturer. Accordingly, the contract was awarded to Honeywell Building Solutions via the framework's direct award mechanism.
