Bournemouth University ("BU") is issuing this prior information notice to invite companies to participate in the market engagement event in support of the University upcoming requirements for the provision of cleaning services. This notice, in line with the Public Contracts Regulations 2015, initiates a non-binding request for the information stage, intended to gauge market interest only. The provision of these services will relate to works carried out on all Bournemouth University Estates across its property portfolio within the region.Bournemouth University would like to invite interested parties to attend a market engagement event to be held via MS Teams on Thursday 11th July from 10 am until 11:30 am. The event will consist of a remote briefing providing you with an outline of the opportunity. Please see below for details on how to submit an expression of interest (EOI).

The scope of this ‘Expression of Interest’ covers Cleaning Services within the BU Estates across its property portfolio within the region:It is expected as a minimum suppliers should have the capability to fulfil cleaning activities within the University’s main sites as follows:Total GIA /GIA CleanedTalbot Campus 55357/49976Lansdowne Campus 20110/18700Chapel Gate Sports Facility 2306/1493Bournemouth University - Yeovil 1771/1085Dewitt’s Industrial Estate 456/451Portsmouth HSS : TBC /TBCTotal :80000/71705Cleaning activities must be provided to deliver an environment cleaned to standards as set out by the (BICs) across a variety of space types as set out below.The BU is seeking a cleaning solution which adapts to the needs of the university, reflecting the variations in use both through the academic year and in response to patterns of usage. The key areas of services are:• Early Morning Cleaning (concentrating on horizontal and vertical surface cleaning, bin emptying, area checks, hard floor and carpet cleaning) including Kitchens and toilets.• External Litter Picking and Sweeping• Daytime Janitorial Service (toilets and events)• Waste Removal to Waste Compounds (collection from site undertaken by other specialist contractors)• High-Level Cleaning• External Façade and Window Cleaning• Periodical Deep Cleaning• Specialist Catering Deep Cleaning (Ducting and Filters)• Ad-Hoc Cleaning• Student Accommodation (Student Village Only) Deep Cleaning• CQC Applies standard cleaning for MRI Scanning Support AreasThe University is seeking contractors who; • Have a proven track record of delivering and managing cleaning using performance management systems.• Are able to deliver flexibility in response and have availability of resources to adapt and flex with both short-term and long-term variations in requirement.• Demonstratable ability to innovate service.• Can demonstrate the capability to operate at a large scale, managing extensive and complex cleaning operations efficiently. This includes having sufficient resources, personnel, and equipment to handle large volumes of work across multiple locations simultaneously.• Can generate significant savings for BU. This entails implementing cost-effective cleaning solutions, optimising resource utilisation, and leveraging economies of scale to reduce overall expenses without compromising service quality.• Have the ability to operate within the areas in scope for this opportunity. This includes having an established presence or the capability to rapidly deploy operations within this region, ensuring compliance with local regulations and familiarity with the area’s specific needs and conditions.• Possess solid, proven procedures for providing emergency cover. This involves having a robust contingency plan, readily available resources, and a responsive team capable of addressing urgent staffing requirements promptly and effectively, ensuring minimal disruption to operations.• Have a thorough understanding of and the ability to work within government regulations. This includes adhering to relevant health and safety standards, environmental regulations, and other statutory requirements specific to cleaning operations in government facilities.As part of the PIN Notice the University is particularly interested in here from the prospective contractors concerning; • Technologies both to increase the effectiveness of the cleaning provision including hygiene, and in delivering an efficient service.• Anticipated resources required to deliver the servicePotential suppliers who respond to the PIN will be invited to a briefing presentation, hosted by BU via Teams on Thursday 11th July from 10 am until 11:30 am, where BU shall present and discuss in more detail its objectives and a brief overview of the requirements.PIN serves as a preliminary market consultation & doesn't constitute a call for competition or bind the BU to entering any form of procurement process.
