Published requirement descriptionFollowing the expiry of the existing blue light National Framework for Vehicle Conversion Services blue light organisations required a new route to market for their vehicle conversion needs. BlueLight Commercial have engaged with Police Forces and the conversions market to develop a flexible approach to the blue light vehicle conversions requirement. BlueLight Commercial have completed a tender process to establish a national Open Framework for the provision of vehicle conversions for blue light organisations. This is a multi-supplier Open Framework, without lots.

Published description of the framework
This Open Framework allows contracting authorities to procure their bluelight vehicle conversions through either a 'further competition' or a 'direct award without re-opening competition' process. There are no lots on this Open Framework; however, suppliers are categorised based on the regions of the United Kingdom they supply to, and on the vehicle categories they have demonstrated the capacity to convert.

Preliminary market engagement has been undertaken for this requirement prior to the onset of the new procurement regulations. BlueLight Commercial can confirm that a market engagement event was held to seek input and feedback from the wider conversions market on 22 March 2024 regarding existing routes to market for conversions and how these could be improved. Further engagement with attendees to this event was conducted in December 2024 whereby an initial outline of the proposed new arrangement was circulated for their comment and feedback.
