Procedure rationaleThe need for this urgent award is due to the Council having to ensure that our most vulnerable tenants live in safe properties which are in good repair and meet their needs. It will also ensure the Council meets the Social Housing Regulator’s new Consumer Standards and the Decent Homes Standard (currently being revised). This offers very little time to undertake a competitive procurement process as doing so would significantly delay the delivery of this statutory requirement thereby putting Westminster City Council (WCC) at risk. The CHIC Consultancy Framework allows for a direct award. This Contract Award is compliant with PCR 2015/CCR2016 and a direct award from a Framework Agreement that is compliant with the Framework terms.
