Published requirement description

The Council is undertaking a Preliminary Market Engagement (PME) exercise to inform the future procurement of an Asset Information Management System (AIMS) to support the management of the Golden Thread of Information and compliance with the Building Safety Act 2022. The proposed solution will be required to provide a secure, cloud-based platform capable of managing asset information, safety case records, compliance documentation, change control processes, BIM integration, reporting and regulatory assurance across approximately 20,000 dwellings, including 44 Higher Risk Buildings. The PME will seek supplier feedback on available solutions, implementation approaches, integration capabilities, data migration requirements, commercial models and market capacity to support the future delivery of the service.

    The City of Wolverhampton Council and Wolverhampton Homes are undertaking a Preliminary Market Engagement (PME) exercise to inform the future procurement of an Asset Information Management System (AIMS) to support the management of the Golden Thread of Information and compliance with the Building more…Safety Act 2022. Suppliers are invited to provide information on their solutions, implementation approach, integration capabilities, data migration services, commercial models and experience within the housing and building safety sector. The PME will be conducted through the Council's e-tendering portal, Proactis. The engagement commenced on 23 September 2026 and responses must be submitted by 5:00 noon on 13 October 2026. Supplier demonstrations and clarification meetings may be held remotely following the evaluation of responses, with dates to be confirmed. Suppliers wishing to participate should register their interest and submit their completed questionnaire through the Proactis portal. Any clarification questions must be submitted via the messaging facility within Proactis during the engagement period. Responses received will be used to inform the specification, procurement strategy and route to market for the future AIMS procurement. Participation in this PME will not form part of any formal procurement evaluation process and will not provide any advantage in any subsequent procurement exercise.
