This procurement is for the design, supply and installation of a mini anaerobic

digestion plant and CHP plant. Best Available Techniques will be implemented into the design.

The contractor shall design, supply and install the civil, mechanical, electrical, control and instrumentation components of the AD Plant.

The contractor shall be responsible for the AD Plant and the connection of the CHP output in to the diary and agritech building.

Why no open competition: Additional deliveries by the original supplier ordered under the strict conditions stated in the directive
Published justification: Biolectric as a sole supplier for the micro AD and CHP plant, is that we have been unable to find other suppliers in the UK with similar experience of installing micro AD (slurry fed) and CHP plant.
Also the only other company we have contacted could not provide the same level of power output from the CHP plant.

Review and risk notes

Review procedure: The authority will incorporate a minimum 10 calendar day standstill period at the point that information on the award of the contract is communicated to tenderers. If an appeal regarding the award of contract has not been successfully resolved then the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within 3 months).
