What is being bought
Lincolnshire County Council are in the process of assessing the best way in which to re-commission the Appropriate Adult service within Lincolnshire. To that end, we are seeking to understand the market’s preferred approach to a number of important issues to inform the decision making process. A market engagement questionnaire is available on Procontract https://procontract.due-north.com We would like companies to be as open as possible in their responses and include any challenges that may be encountered.

    Lincolnshire County Council currently has a contract which provides Appropriate Adults for: - Children and young people; and - Vulnerable Adults This contract comes to an end as of 30th November 2021. It is the Council's intention to re-commission this service from 1st December 2021. The Council require a high quality Appropriate Adult Service which safeguards the welfare, rights and effective participation of children and vulnerable adults detained or interviewed by the Police. The presence of an Appropriate Adult provides one of the essential checks and balances within the criminal justice process and ensures that the rights of children and vulnerable adults are protected. The Provider may be required to deliver the service across the whole county of Lincolnshire but it will be primarily be in the 4 custody suites, Lincoln, Grantham, Skegness and Boston. Whilst it is the Councils intention to have one contract with a Lead Provider, consortia bids or partnerships including subcontracting arrangements are also welcomed.
