What is being bought
RBWM wishes to maintain the best possible care for service users by procuring the domiciliary care packages in the most effective way, delivering the best value from the public funds available. The Authority wishes to establish a Dynamic Purchasing System (DPS) for the provision of domiciliary care services for adults. The duration of DPS is 5 years with the option to extend for further 2 years. The purpose of this procurement is to seek and appoint providers to the DPS, who have the relevant skills and experience, for the delivery of personal care and support (domiciliary care) to adults in their homes. This DPS will be established under the light touch regime enabling RBWM to set the required criteria and way of operating DPS to meet requirements of RBWM in a best way . All providers who wish to join will have to meet the criteria as specified in the PQQ documentation. The services required are defined in a greater detail in the Specification which forms part of the PQQ documents.

    The Royal Borough of Windsor and Maidenhead (RBWM) commenced a Dynamic Purchasing System (DPS) on 1st August 2022 to provide high quality domiciliary care. Due to the current high demand for home care services and ongoing capacity pressures, RBWM has taken the decision to dilute our minimum requirement that all providers must hold a Care Quality Commission (CQC) rating of "Good" or "Outstanding" in the office that the Domiciliary Care Service would operate from. All other criteria previously published must still be met. This decision reflects current delays in the CQC inspection process, with some providers waiting longer than the recommended 12 months for their first inspection following registration. For a limited period, we will now allow for care providers that are registered who have not yet been inspected by the CQC, to apply to join the DPS. As with the current requirements to join the DPS providers must have been operating for a minimum of 12 months, delivering domiciliary care within the Windsor and Maidenhead area, and be able to demonstrate extensive local knowledge and understanding. Providers must also evidence that they are CQC ready and undergo a review of their policies, procedures, and supporting documentation by the Council's Care Quality Assurance Team. The only selection criteria to change will be the requirement to be currently rated 'good' as described above. All other selection criteria will remain unchanged at the point of bidding. Providers that hold a CQC rating of Good or above will continue to receive an additional evaluation point during the bidding process. This amendment will be in place for a limited period until 1st August 2027, the current end date of the initial term of the contract and will be reviewed alongside the Authority's option to extend the contract. Should a provider be assessed during this period and not be rated as 'good' or above that provider will be removed from the DPS. To join the DPS providers should follow the joining instruction on the original notice. They will be required to successfully pass the Pre-Qualification Questionnaire (PQQ) evaluation process. This includes demonstrating their ability to deliver person centred, strengths-based care and to maintain high standards of quality and service delivery.
