Submission instructions The procurement will follow the Competitive Flexible Procedure (CFP) in accordance with the Procurement Act 2023.
The procurement process will follow a two stage process:
Stage 1: Conditions of Participation stage consisting of the Common Assessment Standard (CAS) question set along with supplementary project specific questions. Up to five (5) highest scoring compliant responses with be shortlisted for Stage 2.
Stage 2: Tender Stage. The shortlisted companies from the Conditions of Participation Stage (Stage 1) will be invited to the submit their tenders. This will consist of both technical and commercial submissions.

What is being bought
This procurement relates to the award of a contract for the design development of the A483 Llandeilo and Ffairfach bypass project, and the provision of assistance with relevant statutory procedures. Subject to the outcome of the statutory procedures and the performance of the Contractor, the contract provides for the Contractor to be appointed to undertake detailed design and construction of the works.

The purpose of the event is not to inform the design of the delivery and contracting models, or the WG’s procurement strategy per se; rather it is to give potential bidders an overview of the project. The event is open to potential bidders, if you wish to register your attendance, please email A483LlandeiloandFfairfach@arcadis.com To attend the event in person pre-registration is required, with a maximum number of 2 attendees per organisation. Upon registering your attendance, you will receive a copy of an invitation to complete a questionnaire to inform the design of the delivery and contracting models, and the Welsh Government’s procurement strategy. This questionnaire invites potential bidders to provide their views on a range of issues, including, procurement strategy, climate change, key commercial terms, project scope and potential barriers to bidding.
