Published requirement descriptionThis procurement relates to the award of a contract for the design development of the A483 Llandeilo and Ffairfach bypass project, and the provision of assistance with relevant statutory procedures. Subject to the outcome of the statutory procedures and the performance of the Contractor, the contract provides for the Contractor to be appointed to undertake detailed design and construction of the works.
This Tender Notice signifies the start of the procurement exercise and uses the Competitive Flexible Procedure (CFP) under the Procurement Act 2023.

- How the procedure runs: The procurement process will follow a two stage process: Stage 1: Conditions of Participation stage requiring completion and submission of the Wales Construction Procurement Supplier Qualification Questionnaire, which includes the Common Assessment Standard (CAS) question set along with supplementary project specific questions. Up to five (5) highest scoring compliant responses with be shortlisted for Stage 2. Stage 2: Tender Stage. The shortlisted suppliers from the Conditions of Participation Stage (Stage 1) will be invited to the submit their tenders. This will consist of both technical and commercial submissions. The Technical scoring will contribute 70% of the Tenderer’s overall submission. The technical questions will consist of the following, all of which are weighted as set out in the tender documents: Q1 - Approach to delivery and organisational structure Q2 - Proposed Team - Key Persons Q3 - Reduction of carbon emissions Q4 - Key Challenge 1 - Railway line and residential properties interface Q5 - Key Challenge 2 - Works within the River Towy floodplain Q6 - Social value and community benefits Evaluation mechanisms and methods are explained in the tender documents. Commercial The commercial scoring will contribute 30% of the Tenderer’s overall submission. Relevant subsection weightings and evaluation mechanisms and methods are explained in the tender documents.

- Risks
The Welsh Government reserves the right to modify the Contracts awarded during their term in accordance with Section 74 and Schedule 8 of the Procurement Act 2023, including where changes arise through the NEC4 compensation event process or the materialisation of known risks identified in the tender documentation

The engagement will consist of two parts:
Firstly, an in-person event on Monday 27th October at the Parkgate Hotel Westgate St, Cardiff CF10 1DA at 10:30am. The purpose of the event is not to inform the design of the delivery and contracting models, or the WG’s procurement strategy per se; rather it is to give potential bidders an overview of the project. The event is open to potential bidders, if you wish to register your attendance, please email [email protected]
To attend the event in person pre-registration is required, with a maximum number of 2 attendees per organisation. Upon registering your attendance, you will receive a copy of an invitation to complete a questionnaire to inform the design of the delivery and contracting models, and the Welsh Government’s procurement strategy. This questionnaire invites potential bidders to provide their views on a range of issues, including, procurement strategy, climate change, key commercial terms, project scope and potential barriers to bidding.
