- Change National Highways seek to modify this agreement under Regulation 72(1)(b). Since the award of the contract, work has progressed on the supply and installation of the tunnel equipment. However, additional requirements have arisen which were not foreseen prior to the initial strip-out of the existing infrastructure. These changes, together with programme delays linked to the wider scheme implementation. - Insufficient detail at the time of contract award to deliver the required items (cable sizes, number of cabinets, number of components, lights, type of Lane Control signs output, Uninterrupted Power Supply sizing) - Required Lane Control and Urban MS4 Signs, Need for additional works, services or supplies by the original contractor/concessionaire: The nature of this agreement requires both Design and Build deliverables, supported by approvals and meeting security compliances. if a change of contractor were to occur, duplicate costs to re-design and implement would be unavoidable and significantly delay the completion of this project.
