Coverage: 16 active published awards; 15 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Planning and rationale
Planning budgetNot published |
No-engagement rationaleNot published |
Procedure rationaleThe justification for this direct award is that the original manufacturers Vehicle Maintenance Instructions specify annual checks (part of the requirements) to be carried out by ZF service personnel, that overhauls (part of the requirements) shall be in accordance with the original build standards, access to which is limited to ZF personnel and subject to intellectual property restrictions. In addition, the use of OEM components are necessary to support warranty periods and any future claim Network Rail may wish to make. Network Rail considers it not to be value for money and a risk to the business to separate out/disaggregate and tender for other labour and physical storage requirements from the complete work scope for a low value requirement. |
