CASPS will be added to community or suspended sentence orders as a requirement and enforceable through the breach process. The requirement is available to people aged over 18 who, at the point of sentencing, were eligible and suitable to receive 6 months or less in custody for any offence type. Probation Practitioners will be responsible for the overall management of the sentence, monitoring the compliance with Navigators and support agencies. The Probation Practitioner will create a plan that will take the adult through their sentence. The plan will be designed to address criminogenic and social factors that contribute to the dynamic risks that lead the person to commit offences. Community Navigators will be tasked with the practical work of motivating those who make up the cohort. They will complete a needs and risk assessment of the individual, create a support plan, refer them to community-based services (e.g. mental health services, sports, recovery college) and provide mentoring and practical support by ensuring engagement and attendance at appointments
