What is being bought
This an accommodation-based service for young people between the age of 18-25 years. This Move service in the South of the borough of Camden is the final stage of the Young People's Pathway which provides young people with visiting support service by staff. The service is provided from two locations, the first location has 33 units across a mixture of 1,2,3 and 4 bed flats with an office for staff as well as a concierge for safety and security. The second location provides 20 units in 1,2,3 and 4 bed flats.
The service provides young people with the opportunity to demonstrate that they are able to understand and manage the responsibilities of a Council tenancy and are ready to be nominated for their Care Leaving Points in order to bid for Council accommodation.

Procedure rationaleOrigin Housing is both the service provider and the landlord of the properties used for the service. The properties were refurbished to a high standard a few years ago and the Origin Housing have not given permission for the properties to be managed by another provider. The Council therefore conducted a robust negotiation process to ensure they were achieving value for money and that the appropriate checks could be undertaken before awarding the contract.
There are a limited number of available properties in the borough therefore it was crucial that the Council retained the use of these high-quality properties for young people in the borough.
This service is required to ensure the Council meets its legal and statutory duties which includes the Sufficiency duty 2010 - The Children Act (s22G) that places a requirement on local authorities to take steps to ensure that there is sufficient accommodation in borough to meet the needs of young people looked after by the Council. |
