The service provides the first two stages of the Young People's Pathway, assessment and progress, is staffed 24 hours and is needs led. Young people in the service will complete the steps to develop the skills to live independently.

Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The long-term availability of the property is yet to be decided. To minimise disruption to the service and the young people, carrying out a robust negotiation process as an interim measure was deemed as the most appropriate approach at this stage.
The Young People's Pathway is currently being reviewed and it is anticipated that this contract, which is 30 months in duration, will provide sufficient time to address not only the property issue but also to agree the future of the pathway.
