What is being bought
Published requirement descriptionThe Department for Culture, Media and Sport is intending to procure a delivery partner for the Young Futures Hubs and Transformation programme, to provide support to Local Authorities (LAs) to deliver Young Futures Hubs (YF Hubs) and Local Youth Transformation projects, and to establish a national centre for Young Futures Hubs and transformation, producing guidance, best practices and training to share learning with Local Authorities not participating on the programme.
- How the procedure runs: This contract is being procured under a Competitive Flexible Procedure. This will comprise of the following stages which are explained in more detail below: ● Invitation to Tender Stage (ITT Stage) - suppliers will respond to the Procurement Specific Questionnaire and provide a full written tender containing the Technical and Commercial response. ● Presentation Stage - Optional- the highest 5 scoring suppliers from the assessment of the tenders at ITT stage (providing that 5 suppliers meet any minimum score threshold) may be asked to deliver a presentation. DCMS reserve the right to conduct the presentation stage, or not, at their ultimate discretion, and we may instead proceed to post-tender negotiation and/or award at our absolute discretion. ● Post-tender Negotiation Stage - Optional- the highest overall scoring supplier from the combined scores of the ITT stage, and Presentation Stage if used, may be invited to a post-tender negotiation procedure. The outcome of the ITT stage will be announced to all bidders following the evaluation of the written tenders. This will either be that we will be proceeding to a subsequent stage, award or any other outcome at the absolute discretion of DCMS.

Tenderers must satisfy the following conditions of participation in order to be awarded the contract, as more particularly described in Appendix A;
- Financial Capacity - the purpose of the assessment is to determine a Tenderer’s financial status, stability and suitability to undertake a contract which may be based on factors including, but not limited to, annual turnover, cash flow, debt-to-equity ratios and liquid or cash ratios, use of ‘off-the-shelf’ financial analyses and risk assessments from a credit score or ratings agency etc. Also to determine capability to fulfil any insurance requirement.
- Legal Capacity - the purpose of the assessment is to determine a Tenderer's capability in relation to the human and technical resources required to perform the contract which may include but is not limited to their compliance with the UK General Data Protection Regulation and their approach to ensuring the protection of the rights of data subjects.
- Conflict of Interest - the purpose of the assessment is to determine any actual or perceived conflict of interest with regards to this contract and your organisation including members of staff. If any conflicts are identified you must set out your processes for managing them to ensure that this will not impact on the tender process or delivery of the requirements.
- Technical & professional ability
Tenderers must satisfy the following conditions of participation in order to be awarded the contract, as more particularly described in Appendix A;
- Technical Ability - the purpose of the assessment is to determine a Tenderer’s technical ability to perform the contract which may include, but is not limited to:

- How it runs

An option to accelerate delivery and increase scale of the programme to an additional 30 local authorities, in line with SoS's ambitions for delivery of the National Youth Strategy, which this programme supports. This option would entail increasing the estimated contract value by up to £2m and adjusting the financial year profiling to enable delivery to a larger number of local authorities from 26/27, including a rapid mobilisation period. 3. One extension from April 2029 - March 2030, should the programme receive an extension to its funding in the next Spending Review to continue delivery into 2030. This would increase the estimated contract value of up to £1.5m in 29/30. 4. A contingency option providing up to 2 FTEs on a secondment basis to DCMS. This option would entail the delivery of administration and operational services related to the programme to support DCMS, if required, due to unforeseen resourcing challenges. This would increase the estimated contract value up to £100,000 over the lifetime of the programme.
