Procedure rationaleThe Yarm High Street Public Realm has been designed to include new paving and associated materials. A design specification was produced and quotes received from a specialist paving supplier, BBS (Brick and Stone) Ltd who are able to procure the materials specified. BBS are also supplying paving to the Stockton Waterfront Scheme, so their performance and reliability is understood. Some of the paving is no longer quarried locally meaning other local suppliers cannot provide the specialist materials within the timescales required to reduce closures of Yarm High Street while the works are completed. Prices have been checked and are in line with that paid for the stones used on the Stockton Waterfront project. The urgency surrounding this decision relates to the current deadline for LUF funding which runs out in March 26 when the works need to be completed. This does not leave sufficient time to run a compliant tender process and achieve this completion date. It is also not possible to disaggregate some parts of the requirement for the paving stones and tender these separately as the order to be placed will be for all the materials required to complete the works.
