What is being bought

Toucan have identified a need to support CYP Mental Health Winter Pressures. This is specifically related to strengthening the support and management of CYP presenting in Emergency Departments and Acute pathways and needs to align to the following outcomes:

1. Reduce Avoidable Mental Health attendances to emergency departments (EDs);

2. Support rapid and safe discharge from A&E (i.e. avoid 4hr / 12hr breaches);

3. Reduce avoidable emergency admissions to general acute hospitals or mental health hospitals;

4. Facilitate earlier discharge from general or T4 mental health hospitals

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The urgent award route was used due to the increased demand on Emergency department for more…patients presenting with mental health illnesses during the winter period. The contract will run from 1st October 2026 to 31st March 2027. This contract was approved by Toucan Senior Leadership Team and through a Partnership Working Group held on 8th September 2026. There were no conflicts of interests declared during the approval process.
