Westminster Pier V Berth Licence

The piers facilitate a range of river operations including sightseeing services, the river bus, entertainment cruises, rib services and charter services. Services operate seven days a week throughout the year. It is the responsibility of operators to ensure that services maintain the highest standards of safety, comfort and security for the travelling public, which is reflected in the licences offered by TfL to operate from its piers.

TfL is seeking information to understand the current supply market. Information provided will be used to inform TfL's continued consideration of the nature of any future procurement.

This Prior Information Notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement excercise.

Westminster Pier is located on the north bank of River Thames in close proximity to the Houses of Parliament and Westminster Abbey (high tourist traffic). The tenderer may propose any type of passenger service that meets the scope of this document, however it should be demonstrated that the service meets the objectives and underlying principles of the London Passenger Piers Strategy through its design (link below).

TfL extends the RFQ opportunity to any operator wishing to operate a passenger service from the berth for a fixed term licence duration.

It is not anticipated that structural alterations will be required to the pier to accommodate proposed services, however minor infrastructure enhancements and signage improvements may be considered, at TfL's discretion. The Tenderer will be responsible for all costs associated with modifying the pier to accommodate the tenderer's passenger service.

The tenderer should outline their proposed fee mechanism for use of the berth to operate the proposed service Additional information: Any parties interested in taking part in this market engagement exercise should register their interest by emailing [email protected] and provide details of your organisation, key contact details. Following that, they will have to register into SAP Ariba where they can upload their proposals for evaluation.

TfL will not enter into a contract based solely on the responses to this notice or any subsequent early market engagement exercise and no information contained in this document or in any communication made between TfL, its subsidiaries or advisers and any supplier in connection with this notice shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this Prior Information Notice (PIN).

Potential suppliers shall be solely responsible for any costs which they incur as a result of responding to this PIN and participating in any aspect of any subsequent early market engagement exercise or procurement process.
