Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The Hertfordshire and West Essex Integrated Care Board (HWE ICB) was established on 1st July 2022. The HWE ICB replaced the Clinical Commissioning Groups within Hertfordshire and West Essex. The HWE are currently developing their commissioning strategy for services to determine how services are best delivered for our patients in future. The short-term contract allows for continuity of care for our patients whilst the strategy is developed and delivered, avoiding unnecessary costs.
