Published requirement descriptionWarwickshire County Council (WCC) is seeking to appoint a suitably qualified and experienced Supplier to deliver Bikeability cycle training across the county. The programme aims to provide high-quality, nationally recognised training to support the development of safe cycling skills and promote sustainable travel among children and young people.
Warwickshire is divided into five geographic areas, each demonstrating varying levels of historical demand and engagement in Bikeability training. To ensure effective service delivery and resource allocation, the contract will be structured into two Lots, each covering multiple districts and boroughs:
Lot 1: North Warwickshire
North Warwickshire Borough
Nuneaton and Bedworth Borough
Rugby Borough
Lot 2: South Warwickshire
Warwick District
Stratford-on-Avon District
Funding for the Bikeability programme is provided to Warwickshire County Council, as the Grant Recipient, by the Bikeability Trust and Active Travel England (ATE).

- TRAINING COVERAGE (YEAR 5-6 PUPILS), The Supplier must plan and deliver Bikeability Level 2 training so that, by the end of each Contract Year, at least 50% of the Year 5-6 pupil population in the Provider's Lot(s) have received Level 2 training, with credible monthly progress shown against trajectory.
- DELIVERY AGAINST ALLOCATED RIDER NUMBERS (ALL LEVELS/MODULES), The Supplier must deliver the number of funded rider places across L1, L1/2, L2, L3, Balance and Learn within each Lot.
- EQUIPMENT PROVISION, Provide bicycles and helmets where Riders do not have access, including making every effort to coordinate with Authority-owned fleet.
