Coverage: 69 active published awards; 39 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Planning and rationale

No-engagement rationaleNot published |
Procedure rationaleIn accordance with Regulation 32(2)(b)(ii) competition is absent for technical reasons where no reasonable alternative exists. A search on the Environment Agency's website has shown that there are no alternative licensed sites within a reasonable distance of Haverhill. Furthermore, due to the low tonnage involved, it would not be efficient to build and operate a new transfer station in isolation in this area and nor could a different operator provide a cost- effective service. |
