How this buyer will score bids.

Published award criteria (2)
  • Social Value: 10
  • Price: 90
What this means for your bid
  • Price carries 90 of 100 points: a 10% discount moves about 9 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Vehicle Tail Lifts, Ramps and Steps [5067631]” is a framework: the contest is a place on its panel, up to 30 suppliers, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Review procedure

Business Services Organisation, Procurement and Logistics Service (PaLS) will incorporate a standstill period at the point information on the award of the Framework Agreement is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to challenge the award decision before the Framework Agreement is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court England, Wales and Northern Ireland.

Publisher note: In section I.2 it is stated that this is a joint procurement and contract award is by a central purchasing body. This contract is not a joint contract, it is a central purchasing body contract operated by Business Services Organisation, Procurement and Logistics Service on behalf of Health and Social Care HSC in Northern Ireland. The contracting authority has identified the most economically advantageous tender (MEAT) on the basis of the Price 90% and Social Value 10%, once full compliance was demonstrated with all of the elements of the specification, including Quality-Pass/Fail and any other requirements as listed in the tender documentation. Details of the Quality, Social Value and the evaluation process incorporating price and compliance are provided as part of the Tender Evaluation Methodology and Marking Scheme (TEMMS) (SS20b). The value shown in II.1.5 of Contract Notice 2024/S 000-022463 will be used in the assessment of issues relating to materiality should they arise during the period of the Framework Agreement. PIN 2024/S 000-003556, Corrigendum 2024/S 000-025288 also refers.
