Procedure rationaleThis VEAT notice relates to a permitted modification to the contract originally awarded in 2012 (following a competitive award process in accordance with the Public Contracts Regulations 2006). The Council considers that the modification is permitted by Regulation 72(1)(e) of the Public Contracts Regulations 2015. The 12 month extension of the contract does not render the contract materially different from the one initially concluded. There is no increase in price as the spend for a 12 month extension (£69,690,000) is within the original contract value. The scope of the contract has not been extended as the services provided remain the same. The Council does not consider that if the contract had been advertised with a term of 13 years, rather than 12 years, that there would have been any different candidates or participants, nor would the outcome have been different.
