What is being bought
Published requirement descriptionMonmouthshire County Council is preparing to recommission their VAWDASV Housing Related Floating Support and Refuge services, and is issuing this notice to update the market on its intentions for the forthcoming procurement. The purpose of this notice is to provide potential bidders with advance information on the anticipated values, timetable and market event arrangements. Your involvement will also help to inform the proposed service model and specification.
Background and Purpose
The Council is seeking to recommission an integrated model of housing-related support for both men and women who are at risk of, or experiencing domestic abuse. The proposed model is intended to strengthen domestic abuse and homelessness prevention, and improve the quality of support delivered to this client group in Monmouthshire.
Proposed Contract Lots (subject to change)
The Council anticipates tendering two separate contract Lots:
Lot 1 Floating Support, Advice and Prevention, including early intervention and crisis support for both men and women who are at risk of, or experiencing domestic abuse.
Also includes a Domestic Abuse Screening Officer.
Approx. £250,000 per annum
Lot 2 Refuge Accommodation for women and families who are fleeing domestic abuse and need emergency accommodation.
5 units of refuge accommodation for families, 2 units of dispersed accommodation for single women.
Approx. £120,000 per annum
The values stated above are indicative and subject to final approval, confirmation of available funding, affordability within approved budgets and the final procurement documentation.
Management of Accommodation
For Lot 2, the Council is commissioning the support element only. Successful tenderers will be responsible for entering into the necessary agreements with landlords for those properties and for delivering associated housing management duties. This will include setting rental charges and claiming the appropriate rental income, where applicable, to offset eligible housing management and accommodation-related costs.
Contract Duration
The proposed contracts are expected to commence on 1st July 2027 for an initial term of three years, with the option to extend for up to a further two periods of 12 months each, giving a maximum possible contract term of five years.
Market Update Event
A market update event will be held to provide potential bidders with further information about the Council’s commissioning intentions, the proposed service model, the anticipated procurement route and the structure of the two Lots. The event will support market awareness ahead of the formal tender being issued and will provide an opportunity for attendees to understand the Council’s direction of travel and anticipated requirements.
The event is currently anticipated to take place on 1st December 2026, from 10:00am to 12:00pm, prior to publication of the tender. Winner shares use published awards; bid and price charts use contested lots.

The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Wales (Cymru).
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 41 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
