Coverage: 1 active published awards; 0 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Planning and rationale

No-engagement rationaleNot published |
Procedure rationaleUnder Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, competition is absent for technical reasons. The National Waiting Times Centre Board (Golden Jubilee) is satisfied that ADT Fire and Security plc is the only provider capable of meeting the Board's requirements for the existing fire detection and alarm systems installed across the site. The existing fire detection and alarm system installed across Golden Jubilee Hospital and the Golden Jubilee Conference Hotel is a proprietary ADT closed-protocol system forming part of a life-safety critical infrastructure network. ADT is the only supplier with authorised access to the proprietary software, programming tools, configuration data and network integration functions required to deliver the full maintenance, repair and support service. No reasonable alternative or substitute exists, as any change of provider would require replacement of substantial elements of the existing infrastructure or create an inability to access essential programming and support functions, resulting in disproportionate cost, significant operational disruption and risk to continuity of a critical safety system. Accordingly, the Board considers that the conditions of Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015 are satisfied. |
