Official UK procurement notice
V&A - Hard FM · UK public procurement notice
Authority: Victoria and Albert Museum (Central government)
What is being bought
Published requirement descriptionThe V&A has run a procurement process to appoint a single supplier for Hard Facilities Management (Hard FM) service delivery across its multisite estate. For more information please see the associated Tender Notice with reference 2026/S 000-014309
- Not divided into lots: We have already split our FM requirement into two contracts, Soft FM (previously procured separately) and Hard FM (this contract). Our market engagement exercise revealed broad support for the proposed scope. This contract packaging ensures we can achieve maximum value and operational and technical efficiency whilst still being at a size that is accessible to SMEs.
- How the procedure runs: Stage 1 - Submission of PQQs to be evaluated against Conditions of Participation and establish a shortlist of suppliers to invite to tender. Stage 2 - Submission of Tenders to be evaluated against Award Criteria and establish the Most Advantageous Tender to be awarded the contract. Includes a dialogue stage before tenders are submitted, and presentation and clarification interviews after tenders are submitted. Award criteria may be revised before Stage 2 commences.
- No preliminary market engagement: Preliminary market engagement was carried out for both Soft FM and Hard FM in April 2025. The notice can be viewed here: https://www.find-tender.service.gov.uk/Notice/013512-2025
CPV: Building and facilities management services · Mechanical and electrical engineering services · Repair and maintenance services of building installations · Roof repair and maintenance work

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
