What is being bought
The purpose of this service is to provide a range of support to people engaged in or at risk of rough sleeping and associated activities such as street drinking and begging. This support will include the delivery of Assertive Outreach on the street and other settings where individuals at risk of rough sleeping, street drinking and begging may be located. It also includes the delivery of 24 hour onsite support for people at risk of rough sleeping who have been placed into an emergency accommodation solution as an interim to them moving into more settled accommodation

Procedure rationaleDue to the Covid 19 pandemic homelessness services had to be delivered differently. Liverpool City Council needed to respond at speed to ensure that anyone at risk of rough sleeping was prioritised for placement into a range of newly resourced emergency accommodation options driven by the national governments ‘Everyone In’ initiative and to comply with public safety measures introduced as part of the country entering into "lockdown" arrangements. These alternative arrangements had to made urgently and there was insufficient time to run an accelerated procurement under the open or restricted procedures or competitive procedures with negotiation. The scale of change and emergency nature was brought about by unforeseeable events.
